The Kaduna State Schools Quality Assurance Authority (KSSQAA) has banned graduation ceremonies for all classes except JSS 3 and SS 3, and even these must be voluntary. Schools seeking to charge participation fees must obtain KSSQAA approval at least four weeks in advance, with PTA consent and supporting documents.
The authority also outlawed the “sign-out” culture, where final-year students engage in unruly or indecent public behaviour after examinatiions. Schools in Kaduna State have now been told that they must provide supervised alternatives, such as farewell assemblies, talent shows, or mentorship sessions.
As of September 2026, consumable textbooks with built-in workbooks will be prohibited. Publishers must supply reusable textbooks with optional workbooks to reduce costs for parents.
Prof. Usman Abubakar Zaria, KSSQAA Director-General, warned that schools cannot increase fees or change operations without approval. The measures introduced by the government are designed to promote inclusive, affordable, and quality education in Kaduna, in line with Sustainable Development Goal 4.
