The Presidential Amnesty Programme (PAP) has completed the distribution of laptops to final-year beneficiaries of its scholarship scheme, which aims to enhance academic research and learning in universities across Nigeria.
A total of 663 laptops were distributed to beneficiaries in 26 partnering and 72 non-partnering universities during the exercise, which took place between April and May 2025. Additionally, the PAP conducted a physical verification and orientation exercise for 3,171 newly deployed beneficiaries who resumed the 2024/2025 academic session.
A statement issued on Wednesday by the Special Assistant to the PAP Coordinator, Dr Dennis Otuaro, Mr Igoniko Oduma, stated that teams led by the Head of Education, Dr Charles Ariye, visited various institutions to carry out the distribution and verification processes.
Speaking on the exercise, Dr Otuaro reiterated that the laptop distribution was informed by the relevance of mobile computing devices to academic work and overall student success. He said the initiative was in fulfilment of a promise he made to the scholarship beneficiaries during his tour of partnering universities in 2024.
While expressing optimism that the laptops would significantly assist the students, Otuaro urged them to utilise the devices effectively and justify the government’s substantial investment in their education. He explained that the physical verification and orientation were part of his administration’s policy of due process, transparency and accountability, ensuring proper documentation of all beneficiaries and sensitising new students on PAP’s education policy.
Otuaro advised all scholarship students under the programme to take their studies seriously and avoid actions that could jeopardise their academic future. He also restated his leadership’s commitment to implementing the programme’s core objectives for the advancement of the Niger Delta, and in alignment with President Bola Tinubu’s commitment to the region’s peace and development.
“We will continue to partner with the institutions and create access to university education for our youths, thereby reducing the human capital gap in the Niger Delta and contributing to national workforce development. This is also intended to deepen efforts to ensure sustainable peace, stability and socio-economic growth in the region in line with the renewed hope agenda of His Excellency, President Bola Ahmed Tinubu, GCFR,” he stated.
Otuaro also expressed appreciation to President Tinubu for his continued support for the programme, describing it as a demonstration of his unwavering commitment to the Niger Delta and its youths.
