Awani Seeks Clarification on PAP’s Novena University Deployment

Former Itsekiri National Youth Council President, Barrister Esimaje Vincent Awani, has called for greater transparency regarding the deployment of 5,000 students to Novena University under the Presidential Amnesty Programme (PAP).
He said the development has raised concerns among stakeholders and urged authorities to review the process and provide transparent guidance to ensure smooth execution.


Awani stressed that clarity is essential for beneficiaries and partner institutions, noting that PAP’s education schemes require strict oversight to maintain credibility and efficiency.


While seeking answers, he commended PAP Administrator Dr Dennis Otuaro for his inclusive leadership. He disclosed that over 210 Itsekiri applicants were admitted for the 2025/2026 academic session, alongside several foreign students, reflecting what he described as a more transparent and people-focused administration.


Awani also noted that Dr Otuaro, appointed in March 2024, should not be held responsible for the circumstances surrounding the deployment. He praised ongoing reforms aimed at expanding access to scholarships and improving programme delivery.


He reaffirmed his appreciation for Dr Otuaro’s open-door policy and expressed readiness to collaborate with the PAP to strengthen its mandate and broaden opportunities for the Niger Delta youths.
