The Federal Government has officially begun implementing the Dual Mandate Policy for Federal Colleges of Education (FCOEs), allowing them to award Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education.
The policy, announced on May 2, 2025, follows the signing of the Federal Colleges of Education Act, 2023, into law by President Bola Ahmed Tinubu, marking a significant step forward in expanding teacher training opportunities across the country.
Folasade Boriowo, Director of Press at the Federal Ministry of Education, confirmed the policy’s rollout in a statement. Minister Dr. Tunji Alausa spoke in Abuja and described the policy as a step toward improving teacher preparation.
He said the Dual Mandate Policy represented not just a reform but a revolution in teacher preparation, as it enables Federal Colleges of Education to offer both NCE and Bachelor’s degrees. He added that the initiative would empower institutions, broaden access, and improve the quality of classroom instruction across Nigeria.
The Act allows all FCOEs meeting National Universities Commission standards to participate in the Dual Mandate, regardless of their establishment date, provided they fulfil the required criteria.
The Dual Mandate addresses challenges such as declining enrollment in FCOEs, the need for institutional relevance, and reliance on university affiliations for degree issuance. It also provides FCOEs with greater autonomy in developing and implementing curricula, allowing them to adapt to emerging trends in the teaching profession.
Dr. Alausa stressed the policy’s role in strengthening Nigeria’s education system.
He said, “No nation can rise above the quality of its teachers. This policy strengthens the foundation of our education system—ensuring that every teacher is trained, qualified, and prepared”.
