Deputy Speaker of the House of Representatives, Benjamin Okezie Kalu, has earned a PhD in Law from the University of Calabar, marking his second doctorate in less than a year.
Kalu, who obtained a PhD in Policy and Strategic Studies from the University of Abuja in August, successfully defended his latest thesis on Friday. The lawmaker is an alumnus of the University of Calabar, where he earlier bagged his LL.B. and LL.M. degrees.
His doctoral research, titled “Evaluating the Efficacy of Anti-Terrorism Legislation in Nigeria: Human Rights Challenges and Lessons for Emerging Democracies,” examines gaps in Nigeria’s counter-terrorism framework, including inconsistencies between the Terrorism Prevention Act and existing criminal laws.
Kalu, who also serves in the ECOWAS Parliament, the Pan-African Parliament, and the IPU, has an extensive portfolio of international certifications spanning human rights, illicit trade, environmental crimes, governance, and commercial arbitration.
At a brief reception after the defence, Vice Chancellor Offiong Effanga Offiong commended the Deputy Speaker’s academic drive, noting UNICAL’s growing list of alumni in high national positions.
Kalu said his pursuit of knowledge is driven by a desire to strengthen governance and improve Nigeria’s security laws, not by the quest for titles.
