The National Institute for Legislative and Democratic Studies (NILDS) has launched a sweeping capacity-building initiative to transform the professionalism and performance of the National Assembly bureaucracy.
Over 700 staff members are participating in a series of training workshops running from October to December 2025 — a move the Institute’s Director-General, Professor Abubakar Sulaiman, described as “a cornerstone for legislative excellence and national governance.”
Speaking at the opening of the Abuja workshop, Sulaiman said legislative success depends not only on lawmakers but also on “the competence, ethics and institutional loyalty of those who support them.” He explained that the sessions would merge theory with practical insights drawn from global best practice to sharpen the Assembly’s institutional efficiency.
The training covers key areas including lawmaking and legislative drafting, public finance, procurement, audit, research, and information management.
Representing the Clerk to the National Assembly, Barrister Kamoru Ogunlana, Deputy Clerk Bashir Yero urged participants to “build both capacity and character,” warning that skill without integrity undermines public trust.
Sulaiman commended Senate President Godswill Akpabio and Speaker Abbas Tajudeen for championing institutional renewal, saying the initiative marks a decisive step toward a more efficient, accountable, and service-driven National Assembly.
