President Bola Tinubu has ordered the Secretary to the Government of the Federation (SGF) to issue a circular directing all Ministries, Departments, and Agencies (MDAs) to implement compulsory health insurance in line with the National Health Insurance Act, 2022.
According to presidential spokesperson Bayo Onanuga, the directive requires every MDA to enrol its employees under the National Health Insurance Authority (NHIA) plan, with the option of supplementary private coverage. Businesses seeking government contracts must now present valid NHIA Health Insurance Certificates as part of procurement requirements.
The health insurance certificates will also be made mandatory for any organisation that seeks to obtain or renew licenses, permits, and other government approvals. The government has also said that, in a bid to ensure transparency, NHIA will create a digital platform for easy verification. At the same time, MDAs must establish internal procedures to confirm certificate authenticity.
The move, Tinubu said, is aimed at protecting workers, reducing out-of-pocket medical costs, and promoting accountability while deepening health coverage nationwide.
